What Is an NTN and Why Does Every Business Need One

A National Tax Number (NTN) is your business's unique identifier in FBR's tax system. It is required for filing income tax returns, registering for sales tax, opening a business bank account with many banks, entering into contracts with government bodies, and importing goods through customs.

Operating a business without an NTN is not just a missed compliance step — it actively blocks you from accessing formal financial services and government contracts, and it means every transaction you make with a withholding agent has tax deducted at the non-filer rate, which is typically double the filer rate.

NTN vs STRN: The Difference

Your NTN identifies you as an income taxpayer. Your STRN (Sales Tax Registration Number) identifies you as a sales tax registrant. A business can have an NTN without an STRN (if it does not cross the sales tax threshold), but cannot have an STRN without an NTN. Both are obtained through FBR's IRIS portal.

Who Needs to Register

  • All companies (private limited, public limited) — mandatory before commencing business
  • All partnerships and AOPs (Associations of Persons)
  • Sole traders with business income — required for filing and to avoid non-filer penalties
  • Individuals with income exceeding the taxable threshold

Documents Required for NTN Registration

For a sole trader or individual business owner:

  • CNIC (Computerised National Identity Card)
  • Mobile number registered against your CNIC
  • Email address
  • Business address details
  • Bank account number (optional but recommended)

For a private limited company:

  • Certificate of Incorporation from SECP
  • Memorandum and Articles of Association
  • CNICs of all directors
  • Company's registered address
  • Bank account details

Step-by-Step Registration on IRIS

  1. Visit iris.fbr.gov.pk and click "Registration for Unregistered Person"
  2. Enter your CNIC number and mobile number
  3. Receive and enter the OTP sent to your registered mobile
  4. Complete the registration form with business details
  5. Submit — your NTN is generated immediately for individuals
  6. For companies, additional verification may be required within 3 working days

The Active Taxpayer List (ATL)

Being registered is not the same as being on the Active Taxpayer List. The ATL is published weekly by FBR and contains only those taxpayers who have filed their most recent annual income tax return. Being on the ATL entitles you to reduced withholding tax rates on banking transactions, property purchases, and imports.

The ATL difference is significant: on cash withdrawals above Rs. 50,000, a filer pays 0.6% WHT while a non-filer pays 1.2%. On property purchases, filer rates are considerably lower than non-filer rates. Filing your annual return and staying on the ATL saves money on every major transaction throughout the year.

How Your POS Connects to NTN

When your POS system is configured with your NTN and STRN, every receipt it generates carries these numbers. This is a legal requirement for sales tax invoices. It also means your business presents as a documented, compliant entity to every customer and supplier — which matters increasingly for B2B relationships with larger companies that require tax-compliant invoices from their vendors.
